I see that you wrote to make its not 0 if you are using crossfading.
If not cross fading, whats the advantage or disadvantage of preloading tracks 5 seconds or 20 seconds

that setting should probably just be removed at this point. GMMP was originally developed for android 1.6 which were very underpowered devices, so a lot of the options were there for performance improvements on older devices
On any phone released in the last few years.. anything other than 0 would be fine. With no preload you would get some issues with crossfade and would most likely get a gap when transitioning tracks without crossfade (gapless playback)
If i recall, when crossfade is enabled that setting is ignored and the next track is preloaded immediately (to allow you to change tracks with a crossfade at any point). When the next track is preloaded it will use a little bit more memory.. but nothing significant
