I realize this is probably something on my end, but the error message from quasitv saying it can't connect to my plex server is showing the local ip address from my old router, how do I get it to see the correct address? I have tried reinstalling the app and re-linking plex multiple times but it's still failing to connect to an ip that doesn't exist anymore. I am hosting plex via docker and quasitv on a shield tv pro. Plex shows remote access is working and I have users outside my network able to stream my library. Any ideas what I can do to fix this?

your account info on plex.tv isnt returning your new internal ip address. If you are trying to relogin.. it hits up plex.tv and gets all the servers associated with your account and it should try to connect to everything returned until it finds one that is active. I dont know what determines when that IP is updated on plex's side.. or it may simply be that you need to make sure the old IP is removed
Why not just set your plex server to the same internal IP that it used to be? that seems like it would be a must easier solution
