I have a VERY large movie and tv collection. When QuasiTV is scanning the files it seems to time out and just stop. Usually around 27% to 29% finished. Is there a way to tell it to keep scanning?

I have 200k+ tv eps alone and I haven't ran into this issue. Even if the initial scan somehow stops, the rest of your content will eventually sync. It keeps track of the progress and will resume where it left off next sync (syncs like once an hour if app is active)
The only thing that could halt the syncing would be an issue on the server side or some connectivity issues
Edit: I guess technically the background syncing task could get killed around 10 min into the process by android. It does have a limitation on how long it will run B4 being killed, that's why th resuming is there. It should start back up soon after. That might mess with the progress on the screen. You should be able to back out at that point
