I would like to sync music data, playcounts lastplayed rating, between my android and my PC. Are there any programs for a PC that can presently do this with GoneMAD, or is there another way to accomplish this task?

if the rating is stored in the tags they will get picked up by GMMP but otherwise no there is no way to sync them with the pc

The tag issue keeps coming up around here (and in other player forums), and I have to admit that syncing ratings back to the master collection is something thing I miss about iTunes and iPods (the only thing, I might add).
Understand the limitations an Android app faces in addressing this.
Thinking out loud here...
Could a media library program (MusicBee or WinAmp or Foobar or whatever) theoretically read the GMMP database off of a connected device, and write any new information - e.g. ratings or play counts - back to the original files?
I'm not a programmer, nor do I play one on TV, but to my it seems to my feeble layman's mind that this wouldn't be too complicated to do...?
1. e.g. MusicBee detects attached device, and generates unique ID, and index db for that device 2. When MusicBee pushes selected media files to that device, they get added to the index db (filename, location, hash?) 3. User runs around town listening, tagging, rating, etc 4. When device is reconnected to MusicBee, it compares the GMMP db with its own device db to see which files have been picked up by GMMP 5. For files that exist in both dbs, it extracts any new information from the GMMP database - ratings, play counts, playlist memberships, etc - and writes them to it's own db for that device 6. User invokes a menu item (or automated option) to write this data to the original files' tags.
Don't mean to imply that either the logistics or work would be trivial, or that it should be anyone's priority, but seems like something that could be done, no?
GMMP Desktop App, anyone?

the gmmp database (or any apps database) can only be accessed on rooted devices and even then i think it needs to be accessed from something on the device
An easier approach would just be to use the stat backup/restore. A backup produces an xml with all of the filenames, ratings and playcounts. Parsing through that and modifying it would be much simpler compared to trying to read and modify a database
Sometime in the far future i do plan on writing a syncing tool since i can only keep less than 10% of my music collection on a phone

Make a desktop app with syncing and I will drop iTunes and Apple for Android. I'm serious. You are already pretty close to replacing Smart Playlists. This is literally the last thing holding me in the Apple ecosystem. I want so badly to be your faithful customer and ditch iTunes. You are the closest in the world to making this a real possibility. Put that last piece of the puzzle in place for those of us trapped in Apple land.
